Introduction

As of 16th March 2016 the National Health Care Services Centre (NHCSC) was responsible for the HU12 Public Health Initiatives programme area in its capacity as Programme Operator (PO).

The Norwegian Programme Operator Section of the Directorate for Project Management was solely responsible for the operation of the Programme. The Directorate itself implemented and coordinated the implementation of several health care development projects in the 2009-2015 period under the Societal Renewal, Social Infrastructure, Environment and Energy national operative programmes. In addition, the NHCSC participates in international projects. The Directorate had the expertise, sufficient human resources and the infrastructure necessary to the efficient performance of these tasks. Colleagues were actively involved already in the preparation of the original Programme Agreement and the pertaining professional content. The NHCSC had been initially designated to lead the consortium providing methodological support and base to the pre-defined projects.

Our activities

The NHCSC as Programme Operator (PO) of the HU12 Public Health Initiatives of the Norwegian Financial Mechanism 2009-2014 is responsible for the programme’s successful and efficient implementation in full compliance with the applicable rules.

The PO performs the specific tasks as follows:

  • economical, efficient and successful implementation of the programme in compliance with the applicable national and EU laws,
  • ensures full cooperation with the Donor Programme Partner, the Norwegian Institute of Public Health,
  • prepares calls for proposal and pertaining guidelines relevant to the implementation of the Programme,
  • selects successful calls, which as supported projects contribute to achieving the overall objectives of the Financial Mechanism,
  • concludes subsidy contracts with project owners,
  • monitors and evaluates the progress of the implementation of supported projects,
  • ensures full compliance of project owners with relevant rules and regulations, performs controlling tasks,
  • makes interventions to prevent or investigate, and correct irregularities,
  • collects and provides data and information on the implementation of the entire Programme as well as of the supported projects,
  • prepares, implements and periodically revises the Programme’s communication strategy and its pertaining plan.

Milestones

16 March 2016 – Pursuant to the official notification by the Prime Minister’s Office to the Donor Partner, tasks and responsibilities of Programme Operator of the HU12 Public Health Initiatives under the Norwegian Financial Mechanism 2009-14 were transferred to the National Health Care Services Centre.

22 April 2016 – amendment to the Programme Agreement giving way to the pre-definition of two projects under the HU12 programme

11 May 2016 – signing of the Programme Implementation Agreement, a domestic trilateral instrument regulating the interrelation and cooperation among the National Focal Point (NFP), the HU12 Programme Operator (PO) and the Executive Agency (EA)

24 May 2016 – 30th April 2017 was agreed and set to be the deadline for implementation of both pre-defined projects

31 May 2016 – signing of the subsidy contracts of pre-defined projects

6 June 2016 – 7th meeting of the HU12 Cooperation Committee

8-10 June 2016 – annual meeting of all Public Health Programme Operators in Vilnius

22 June 2016 – opening event of pre-defined project no. 1. “Improvement of the Working Conditions of Health Visitor Nurses Active in Roma communities” in Miskolc

18 November 2016 – preparatory meeting of calls to be launch under Bilateral Cooperation with the participation of representatives of the Donor Programme Partner (DPP), the line ministries, the NFP and the EA on the side-line of the mid-term review of Financial Mechanism 2009-2014

28-29 November 2016 – thematic conference and workshop for Public Health Programme Operators in Bucharest

27 January 2017 – 8th meeting of the HU12 Cooperation Committee, which reviewed and assessed the progress of implementation of the overall Programme

10 March 2017 – launch of calls for proposal under the Bilateral Cooperation component of the HU12 Programme

30 March 2017 – closing event of pre-defined project no.1. “Improvement of the Working Conditions of Health Visitor Nurses Active in Roma communities”

10 April 2017 – closing event of pre-defined project no.2. “Methodological and Structural Assistance and Capacity Building to Improve Interventions Promoting General Mental Health”

30 April 2017 – closure of both pre-defined projects

1-31 May 2017 – final monitoring phase of pre-defined projects

6-8 June 2017 – final annual meeting of all Public Health Programme Operators in Bergen

14 June 2017 – public InfoDay on the Bilateral Cooperation calls for potential applicants

15 June 2017 – workshop on the promotion of mental health and the current development trends in Budapest

31 August 2017 – subsequent to two extensions, deadline for the submission of proposals for all four actions of the Bilateral Cooperation

8 August - 25 September 2017 – evaluation of proposals and subsidy decisions

1 September - 31 October 2017 – period open for the implementation of successful proposals receiving subsidy

21 September 2017 – 9th meeting of the HU12 Cooperation Committee on the closure and final evaluation of the Programme

16 November 2017 – closing conference of the Norwegian Financial Mechanism 2009-2014 in Budapest

30 November 2017 – closing event of the HU12 Public Health Initiatives Programme under the Norwegian Financial Mechanism 2009-2014 in Budapest
